    Water in Metro Cebu: The Case for Policy and Institutional Reforms

    Over the past decade, Metro Cebu has been rapidly moving toward growth and industrialization contributing as much as 70 percent to Visayas’ industrial output. However, associated with this progress are the concerns of various sectors about the quality of water services. Only 23 percent of the total households and a very small portion of industrial and commercial sectors are serviced by the Metro Cebu Water District. Hence, the large majority of households, industrial and commercial firms have to rely on private wells and private water vendors. This paper examines the policy and institutional factors that may be preventing the efficient, equitable and sustainable Metro Cebu’s water resource management.     An Inquiry into the Competitiveness of Emerging Philippine Cities

    This paper attempts to approximate the competitiveness of the country’s ten leading emerging urban centers: Angeles, Baguio, Cagayan de Oro, Davao City, General Santos, Iligan, Iloilo, San Fernando La Union, Tacloban and Zamboanga. The study uses both ranking and scoring methods to rate the cities in eight major drivers: cost competitiveness, human resources endowment, infrastructure, linkages with major urban centers and growth areas, quality of life, responsive of local government units and dynamism of local economy. It best serves as a policy and urban management tool for concerned local officials and leaders of various private sector groups in identifying the cities’ strength and areas of improvement. Insights on overall scores and rankings point to the importance of local leadership, emphasis on improving quality of lives in urban centers and the role of surrounding local and/or international growth formations in enhancing urban competitiveness.     Algunos de los aspectos clave en el desarrollo profesional de un ingeniero son su capacidad para trabajar en equipo, para integrar diferentes puntos de vista y para desarrollar grandes proyectos con un alto nivel de incertidumbre. Los planes de estudio de las titulaciones que preparan a estos futuros ingenieros no pueden permanecer ajenos a estas necesidades y deben plantear situaciones lo más cercanas posible a la realidad que se encontrarán nuestros egresados en su vida laboral. Estas razones, nos han llevado a plantear una experiencia innovadora en una titulación de nueva implantación como es el Grado en Ingeniería Multimedia. Hemos elegido, para ello, la metodología del Aprendizaje Basado en Proyectos (ABP), aplicada al itinerario de Creación y Entretenimiento Digital en cuarto curso, donde los estudiantes, agrupados en equipos, desarrollan un único gran proyecto durante el año, que es un videojuego. Queremos destacar dos consecuencias de esta experiencia: primero, el papel fundamental de la asignatura Proyectos Multimedia, sirviendo de apoyo al resto de asignaturas al llevar el peso de la gestión de los equipos y del seguimiento del proyecto. Y después, que los estudiantes pueden obtener un producto terminado al final del curso que les permita inaugurar su portafolio profesional

    El proyecto de red para la evaluación de la implantación transversal de 4º del Grado en Ingeniería Multimedia en el itinerario de Creación y Entretenimiento digital tiene como objetivos la preparación y coordinación de las asignaturas para el desarrollo de una metodología de ABP, junto con la elaboración de las guías docentes de las asignaturas que conforman el itinerario. Uno de los apartados más importantes en la confección de dichas guías es el de la planificación docente. Conseguir que la programación de las clases sea adecuada y esté adaptada a la realidad del aula es uno de los retos más difíciles a los que nos enfrentamos los profesores del citado itinerario. Siguiendo los principios del ABP, se delegó en los estudiantes la responsabilidad de plantear el proyecto a realizar y su planificación, plasmándolo en un documento llamado informe previo que básicamente contiene una descripción detallada del problema a nivel profesional. En este trabajo presentamos las diversas experiencias desarrolladas en los 3 años de existencia del itinerario, que han ido modelando la estructura y contenidos del citado informe previo.     Evaluación de la implantación transversal de 4º del grado en Ingeniería Multimedia, Itinerario Creación y Entretenimiento Digital

    En esta memoria se describe el proyecto realizado para la evaluación de la implantación transversal del itinerario de Creación y Entretenimiento digital del cuarto curso del Grado en Ingeniería Multimedia de la Escuela Politécnica Superior, como continuación del planteamiento realizado en los proyectos anteriores de preparación, coordinación y seguimiento de las asignaturas del citado itinerario (identificadores 3013 y 3133). En el marco creado por los nuevos estudios dentro del EEES, el proyecto ha tenido como objetivos principales la preparación y coordinación de las asignaturas para el desarrollo de la metodología de Aprendizaje Basado en Proyectos (ABP), la elaboración de las fichas de las asignaturas y el ajuste de recursos disponibles y laboratorios. A partir de la experiencia adquirida en la planificación de cursos previos, se han elaborado las guías docentes de las asignaturas ajustando las del curso anterior. También se presentan los resultados obtenidos en la tercera experiencia llevada a cabo en este curso, expresados en el grado de satisfacción y las sugerencias y observaciones del alumnado y profesorado con la metodología ABP. Por último, se ha mantenido la página web informativa del itinerario creada el curso anterior, publicando noticias relacionadas y mejorando diversos aspectos

    Role of age and comorbidities in mortality of patients with infective endocarditis

    [Purpose]: The aim of this study was to analyse the characteristics of patients with IE in three groups of age and to assess the ability of age and the Charlson Comorbidity Index (CCI) to predict mortality. [Methods]: Prospective cohort study of all patients with IE included in the GAMES Spanish database between 2008 and 2015.Patients were stratified into three age groups:<65 years,65 to 80 years,and ≥ 80 years.The area under the receiver-operating characteristic (AUROC) curve was calculated to quantify the diagnostic accuracy of the CCI to predict mortality risk. [Results]: A total of 3120 patients with IE (1327 < 65 years;1291 65-80 years;502 ≥ 80 years) were enrolled.Fever and heart failure were the most common presentations of IE, with no differences among age groups.Patients ≥80 years who underwent surgery were significantly lower compared with other age groups (14.3%,65 years; 20.5%,65-79 years; 31.3%,≥80 years). In-hospital mortality was lower in the <65-year group (20.3%,<65 years;30.1%,65-79 years;34.7%,≥80 years;p < 0.001) as well as 1-year mortality (3.2%, <65 years; 5.5%, 65-80 years;7.6%,≥80 years; p = 0.003).Independent predictors of mortality were age ≥ 80 years (hazard ratio [HR]:2.78;95% confidence interval [CI]:2.32–3.34), CCI ≥ 3 (HR:1.62; 95% CI:1.39–1.88),and non-performed surgery (HR:1.64;95% CI:11.16–1.58).When the three age groups were compared,the AUROC curve for CCI was significantly larger for patients aged <65 years(p < 0.001) for both in-hospital and 1-year mortality. [Conclusion]: There were no differences in the clinical presentation of IE between the groups. Age ≥ 80 years, high comorbidity (measured by CCI),and non-performance of surgery were independent predictors of mortality in patients with IE.CCI could help to identify those patients with IE and surgical indication who present a lower risk of in-hospital and 1-year mortality after surgery, especially in the <65-year group

    Diverse Large HIV-1 Non-subtype B Clusters Are Spreading Among Men Who Have Sex With Men in Spain

    In Western Europe, the HIV-1 epidemic among men who have sex with men (MSM) is dominated by subtype B. However, recently, other genetic forms have been reported to circulate in this population, as evidenced by their grouping in clusters predominantly comprising European individuals. Here we describe four large HIV-1 non-subtype B clusters spreading among MSM in Spain. Samples were collected in 9 regions. A pol fragment was amplified from plasma RNA or blood-extracted DNA. Phylogenetic analyses were performed via maximum likelihood, including database sequences of the same genetic forms as the identified clusters. Times and locations of the most recent common ancestors (MRCA) of clusters were estimated with a Bayesian method. Five large non-subtype B clusters associated with MSM were identified. The largest one, of F1 subtype, was reported previously. The other four were of CRF02_AG (CRF02_1; n = 115) and subtypes A1 (A1_1; n = 66), F1 (F1_3; n = 36), and C (C_7; n = 17). Most individuals belonging to them had been diagnosed of HIV-1 infection in the last 10 years. Each cluster comprised viruses from 3 to 8 Spanish regions and also comprised or was related to viruses from other countries: CRF02_1 comprised a Japanese subcluster and viruses from 8 other countries from Western Europe, Asia, and South America; A1_1 comprised viruses from Portugal, United Kingom, and United States, and was related to the A1 strain circulating in Greece, Albania and Cyprus; F1_3 was related to viruses from Romania; and C_7 comprised viruses from Portugal and was related to a virus from Mozambique. A subcluster within CRF02_1 was associated with heterosexual transmission. Near full-length genomes of each cluster were of uniform genetic form. Times of MRCAs of CRF02_1, A1_1, F1_3, and C_7 were estimated around 1986, 1989, 2013, and 1983, respectively. MRCA locations for CRF02_1 and A1_1 were uncertain (however initial expansions in Spain in Madrid and Vigo, respectively, were estimated) and were most probable in Bilbao, Spain, for F1_3 and Portugal for C_7. These results show that the HIV-1 epidemic among MSM in Spain is becoming increasingly diverse through the expansion of diverse non-subtype B clusters, comprising or related to viruses circulating in other countries

    Understanding Household Water Demand for Metro Cebu

    Due to the rapid population growth in cities and the rising cost of developing new sources of water supply, Metro Cebu has experienced an increasing demand and supply gap. This has been exacerbated by the current drought and the pollution on bodies of water surrounding the city. Efficient water utilization entails the adoption of an optimal pricing framework to mitigate the externalities imposed by production and consumption of water. This study examines the nature and determinants of water demand in the Metro Cebu households. Estimates show that optimal pricing strategy can be an effective means of addressing the scarcity of freshwater supply. The relatively high water prices reflect the cost of distribution and monopoly profits, both of which can be reduced through expanding and making accessible the central distribution system.water sector, pricing strategy, water demand

    Modified Multivisceral Transplantation with Native Spleen Removal in Rats

    Background: Modified multivisceral transplantation (MMVTx) refers to the use of a graft that includes all abdominal organs except the liver. The use of this type of transplant in children and adults expanded over the last years with good results. However, long-term survival in experimental models has not been reported. Our aim is to describe in detail some technical modifications of MMVTx to obtain long-term survival. Materials and Methods Syngeneic (Lewis?Lewis) heterotopic MMVTx was performed in 16 male rats (180?250 g). All procedures were performed under isoflurane anesthesia. The graft consisted of stomach, duodenopancreatic axis, spleen, and small bowel. The vascular pedicle consisted of a conduit of aorta, including the celiac trunk and the superior mesenteric artery (SMA), and the portal vein (PV). The engraftment was performed by end-to-side anastomosis to the infra-renal cava vein and aorta. After reperfusion, the graft was accommodated in the right side of the abdomen, and a terminal ileostomy performed. The native spleen was removed. Results Donor and recipient time was 39 ± 4.4 minutes and 69 ± 7 minutes, respectively; venous and arterial anastomosis time was 14 ± 1 minutes and 12.3 ± 1 minutes, respectively. Total ischemia time was 77.2 ± 7.9 minutes. Survival was 75% (12/16), six were sacrificed after 2 hours, and six were kept alive for long-term evaluation (more than 1 week). Conclusion Long-term survival is reported after heterotopic MMVTx in rats. The heterotopic MMVTx with native spleen removal would potentially improve the existent models for transplant research.
